Argentine railways ballasted track that I just found. 

Note that the ballast covers the whole tie and has edging at the sides. 

Looks like brand new also.

Any particular reason to do it this way?

Rains a lot there in winter, so water would be sitting on top of the buried ties longer.

I guess the ties are probably concrete.  L:


All the 'city ties' around my 'hood, have been replaced with concrete ones.  :)

Yes, most likely concrete ties. 

Concrete degrades also. 

But why the unusual ballasting?

No. Just regular dirt. Note also that track gauge is 5'6" (1676mm for the rest of the civilized world

In my collection of South American Railway books there are
a fair number of photos showing similar ballasted track in Chile and Bolivia, in some cases sand is used for ballast.
