I think I remember there was a report of a 4-4-0 found in some river in the South, and put on display with a basic cab added.

Found it!

They have scraped off some of the rust, and painted her since I have seen pictures from her long ago.

However, I cant find the website I remember....
there were many derelict steam locos shown and described.
 
I think focus was on some southern state .... Alabama? 

Anybody knows where to look?   
Had bookmarked it on my old W98 computer....

Yep, that's the "Luraville Locomotive", pulled from the Suwannee River in the 70s and placed in a guy's front yard for several years.
The State of Florida bought the remains (the tender hadn't fallen into the river so it wasn't included) and placed it on state property in Tallahassee in the 80s.
I remember very well when it arrived and other than some paint, nothing's been done with it since then.
I remember the iron looked like weathered wood it was so badly rusted from the stay underwater,
and at least one of the wheels was frozen in a position on the springs that it never touched the rails at the display site.
It sits within sight of the federal prison on the east side of town.

My parents still live on the other side of town and the last time I went down to see them and drove by,
it's technically in a security-patrolled area even though there's only s split rail fence and a large open patch of grass between it and the road.
