Jose, I believe that I've seen that on some model train layouts...like the Spaghetti Bowl & Western and the Waytoomuch RR...

That is really bizarre. I guess when they built the new bridge, they wanted to keep the old one for pedestrian use.

Both bridges are still in use and cross a canal in Oberhausen, Germany. I've been there myself when I used to live close by. The upper one is the railway bridge ( #319a, built 1959), once serving a foundry IIRC, and being kept for future use, whereas the lower one is a pure pedestrian bridge (#319b) that was built in 1995 paralleling another railroad bridge also running underneath the upper line.
