My tongue-in-cheek guess is that someone photoshopped H0 wheels' close-ups into that Kiwi picture...

I love the old Power Wagons. They're certainly the postwar legacy from the military Weapons Carrier series of 3/4 ton trucks and still retain a military look.
Several high-rail trucks and cranes have flanged wheels simply as the guides to assure the vehicle stays on the track, but has direct contact from the rubber tires. I'm assuming you can really speed up and slow down in a major hurry that way.
