The Future floor "wax" really isn't a wax, but an acrylic finish.   It does work.
Take a look at the water made on Troels Kirk's layout.   He uses a varnish with vinyl caulk for the waves. http://www.railroad-line.com/forum/topic.asp?TOPIC_ID=23577&whichpage=94

That is probably the the least expensive and fastest way to create water.
