Howdy Stan...you might use re gauged HOn3 trucks for your On18.
I built On20 for some years, using HOn3 trucks and MDC HOn3 Shays and found that the guys who built in that scale/gauge,
were using the HOn3 trucks which were pretty much right on for smaller narrow gauge types in O scale.
It might seem to be a simple matter to just press the wheels in a bit to work on N gauge track (10.5MM to 9MM).
The available N scale trucks would tend to look rather small in O scale anyway.
If the old MDC HOn3 locos were still available and inexpensive (20 years ago), I might suggest building On20.
There is or maybe was an On20 Yahoo group that might be operating and have better ideas.
Narrower is cooler, please let us know how things are going.

he might have something that would work or perhaps make a run of On18 truck frames...
I just happened to think of this. He's also a member of Freerails...check it out.
